Justin brings over 20 years of senior executive experience in leadership, international strategy, data privacy, software, artificial intelligence, governance, and security across government and the private sector.
Justin is the founder of WireWheel, a SaaS company in the privacy technology domain that sold to Osano in 2023. Before founding WireWheel, Justin served as Acting Under Secretary for Economic Affairs at the U.S. Department of Commerce during the Obama Administration. He led key international initiatives, including negotiations for the E.U.-U.S. Privacy Shield, which set data protection standards between Europe and the U.S. He was involved in discussions around the General Data Protection Regulation (GDPR) and various U.S. privacy laws, and helped lead the development of the NIST Cyber Guidelines.
Justin's government service also included leading the Economics and Statistics Administration, overseeing the Census Bureau and the Bureau of Economic Analysis. He worked on key export control issues and was part of the team that responded to the Snowden disclosures. James Clapper, Director of National Intelligence, recognized Justin with the National Intelligence Medallion in 2016.
Justin holds a B.S. in Political Science and Government from Cornell University and a J.D. from American University Washington College of Law, where he graduated summa cum laude.
